Blaming, is when someone said that other person did something bad that should be his/her responsibility.
For example    : you broke the glass, but you said that your brother was the one who broke it.
Accusing, is an expression when someone said that other person did something bad, but he/she doesn’t even know the truth yet.
For example    : You lost your pen in school, and without even knowing anything yet, you said that your friend that sat next to you is the who stole it.
See, I told you, both of this behavior are not supposed to be done, is a bad thing, remember that, always.

Chloe               : What me? How could you just accuse me like that?
Katy                : You are the only one in this room at the break time, so nobody else is going to steal it.
Chloe               : No, I can prove it to you that didn’t stole your wallet
Katy                : Oh really how?
Chloe               : Watch me.
The first dialogue is an example of blaming other person, and the second dialogue is an example of accusing some, and know you all clearly understand why is blaming and accusing someone is a bad thing to do.
